Havana is indeed open to American tourists, though travel regulations still apply. U.S. citizens can’t visit purely for tourism, but you can travel under one of the 12 approved categories, such as “Support for the Cuban People,” which many visitors use. You’ll need a valid passport, a Cuban Tourist Card/visa, and travel insurance.
